Caritas Nepal’s Strategic Direction

The strategic direction of Caritas Nepal as per the Strategic plan (2017-2021) is presented here.

Objectives

Vulnerable and marginalized people and communities pursue climate adaptive sustainable livelihoods for improved economic well-being.

(Economic Empowerment)

Interventions

  1. Demonstration based training such as Farmer Field Schools on IPM and model homestead diversification farms.
  2. Modernize farming with suitable technology handover, micro-mechanization, & digital information access.
  3. Enterprise business planning, skill training and market access support (including for tourism homestays), pilot testing of high value item -business incubation.
  4. Promotion of climate adaptive technology and practices and agro-ecological approaches.
  5. Women led cooperatives strengthening for micro-finance access .
  6. Advocacy and networking to realize right to development (including farmers’ rights).
  7. Government certified (CTEVT) skill training for employment of youth and potential migrants.
  8. Seek public, private, civil society partnership for improving infrastructures for production and marketing.

Outcome

  1. Food and nutrition security improved.
  2. Household incomes increased.
  3. Improved basic economic well-being and human dignity status.
  4. Productive assets and marketing infrastructures are expanded
  5. Greater realization of right to development (with improved economic participation).
  6. Reduced risk and vulnerabilities including to climate change

People and communities have improved social justice, human rights, and social well-being through social transformation.   

(Social Support)

Intervention

  1. Animation/empowerment for people & community led social analysis, action planning, and collective actions.
  2. Integrated or multi-sectorial training and support for integral human development (social development projects).
  3. Capacity building to develop democratic community organizations with good governance.
  4. Orientation, and training on social protection (including GEDSI) and safeguarding for focussed intervention & mainstreaming.
  5. Training and support for community campaigns for women’s rights realization including for prevention of gender based violence, un-safe migration, & trafficking.
  6. Child club support for child protection and child development rights promotion.
  7. Re-integration and rehabilitation support for migrant returnees and violated people (GBV, trafficking).
  8. Promote affirmative actions & enabling environment through tactical advocacy and strengthening local government.
  9. Build capacity of Health Posts to provide basic community health services and train first responders on first aid.

Outcome

  1. Greater human dignity and human rights realization – improved social well-being (education, health, wash, food, shelter).
  2. People are organized in community organizations, undertake collective actions and advocacy to bring desirable changes.
  3. Vulnerable people have greater participation, leadership capacity, and influence decisions on issues affecting their lives.
  4. People benefit from access to public services, and women and people with disability take part in affirmative actions.
  5. There is greater social protection (GEDSI), safeguarding, and access to social justice.

Communities have improved resilience to disaster risks and care for mother earth.  

Interventions

  1. Community Based Disaster Risk Reduction interventions- vulnerability capacity assessment, local disaster and climate resilience planning, School DRR, and enhance community structures (DMC, Task forces).
  2. Integrate local governments into system of National Disaster Risk Reduction Management Authority (such as BIPAD portal) to access support from province and national government to disaster affected.
  3. Apply sustainable natural resource management practices and nature based solutions to reduce risks of climate change, and for enhancing bio-mass (for sequestering carbon).
  4. Pilot test risk reduction models and technologies with the participation of local community members – such as constructing embankments, bioengineering approaches to stabilize slopes, constructing fire lines and establishing lighting arresters in hills etc.
  5. Create awareness and activism on environmental concerns and care for mother earth through training child clubs and community organizations.
  6. Help leveraging funds for vulnerable people unjustly put to risk by climate change.
  7. Build capacity of communities to build resilient shelter by promoting multi-hazard resistant designs and training local workforce in coordination with relevant platforms (NHSRP).

Outcome

  1. People, households and communities in crisis receive need based holistic response and recovery services in an equitable, impartial, and timely manner.
  2. People affected by disasters survive, realize safety, security, and households avoiding harmful coping mechanisms.
  3. Households and communities affected by disasters realize a holistic (multi-sectorial) recovery and greater resilience by building back better.
  4. People in the community are actively engaged and own the response and recovery processes.

Interventions

  1. Train personnel for quality emergency response and recovery services (i.e. CI Toolkit, Sphere Standard and Core Humanitarian Standards (CHS) etc.)
  2. Maintain capacity for surge by developing and preposition resources
  3. Coordinate and collaborate with Home Ministry, NDRRMA, DMCs, and UN Clusters and relevant networks.
  4. Undertake post disaster need assessment (PDNA) to develop holistic socio-economic recovery programs.
  5. Apply socio-technical packages for recovery (for shelter, WASH, livelihoods, community health) and ensures build back better for resilience. Apply people and community led approaches with use of local resources.
  6. Implement relief operations proactively through Caritas Nepal’s offices and through local partnerships.
  7. Promote local economic regeneration.
  8. Ensure inclusion, social protection, safeguarding by orienting personnel
  9. Establish information sharing, feed-back and complaints handling systems
  10. Provide comprehensive socio-technical packages for recovery (shelter, WASH, livelihoods, community health) and ensures build back better for resilience.
  11. Help affected communities to leverage funds available with Nepal Government.
  12. Support NHSRP platform (in NDRRMA)
  13. Establish CIMOs Country Forum for CIMIOs in the country

(Humanitarian Aid)
